A client within the Public Sector based in Calderdale is currently recruiting for a Corporate Lead – Highway Management to join their Strategic Infrastructure Team as soon as possible. The client is offering a full-time, temporary position on an ongoing basis, with the ideal candidate having experience of working within a local authority within a highways or strategic infrastructure management environment.

The Role
Key purpose of the role is to act as the Council’s Strategic Lead for Highways, ensuring best practice, innovation and value for money to deliver positive environmental, social, and economic change across communities.

Key responsibilities will include but not be limited to:
  • Providing effective leadership and direction to a service of approximately 44 professionals responsible for highway network management.
  • Managing annual Highways revenue budgets of over £5 million and a capital works programme of circa £10 million, ensuring financial targets are met.
  • Advising senior managers and elected members on all matters relating to Highways, including policy, legislation and statutory requirements.
  • Overseeing Streetworks and Highways Development functions, ensuring compliance with DfT legislation and effective assessment of major planning applications.
  • Representing the council at West Yorkshire Combined Authority on strategic highway matters, and collaborating with partner organisations to influence policy.
The Candidate
To be considered for this role, you will require:
  • A degree in a relevant field (e.g. Civil Engineering or Transport Planning) or equivalent experience.
  • Proven senior leadership experience in Engineering or Highways management.
  • Full UK driving licence and access to a vehicle for work purposes (adjustments considered for candidates with a disability).
The below skills would be beneficial for the role:
  • Chartered Engineer status or professional qualification.
  • Experience of managing contracts and procurement.
  • Strong negotiation, influencing, communication (both written and verbal), and stakeholder relationship management skills.
The client is looking to move quickly with this role and as such is offering £650 per day Umbrella LTD Inside IR35 (approx. £550 per day PAYE).
