Summary
An exciting opportunity has arisen for an experienced Neighbourhood Officer to join a leading Housing Association in Manchester, on a 4 month contract basis, in a fast-paced, unpredictable role that requires resilience, energy and a strong results-driven mindset.
Working across a varied patch, you'll take ownership of income collection, tenancy management and neighbourhood standards, delivering high-quality, responsive and proactive housing services while ensuring properties, estates and communities remain safe, well maintained and thriving.
THE ROLE
As a Neighbourhood Officer, you will manage a diverse and demanding patch, delivering a high-impact service that goes beyond traditional housing management.
  • Deliver high-quality, customer-focused tenancy management and neighbourhood services across your patch
  • Take full ownership of income collection, arrears reduction and tenancy enforcement
  • Deliver a high-volume, KPI-driven service, including:
    • 7–10 tenancy/estate visits per day
    • 100% income-related contact expectations
    • £750 weekly income collection targets
  • Carry out tenancy visits, estate inspections and property checks, ensuring properties, estates and neighbourhoods are maintained to a high standard
  • Identify and respond to property condition issues, taking appropriate action to maintain the appearance, safety and quality of homes and communal areas
  • Respond to a wide range of issues including ASB, safeguarding concerns, tenancy breaches and property-related matters
  • Undertake additional responsibilities outside traditional duties where required, including practical interventions such as property access and safety actions
  • Build positive relationships with residents, contractors, local authorities and partner agencies to support effective neighbourhood management and community regeneration initiatives
  • Act as the main point of contact for residents, resolving tenancy and neighbourhood issues efficiently and professionally
  • Maintain accurate case records and effectively utilise housing management systems to manage workload, prioritise cases and achieve performance targets
THE CANDIDATE
  • Experience working within the housing sector or a similar customer-facing housing management role
  • Strong understanding of tenancy management, estate management and neighbourhood services
  • Experience managing income collection, arrears and tenancy enforcement
  • Understanding of property condition issues and a commitment to maintaining attractive, safe and well-managed estates
  • Demonstrable experience of identifying and managing safeguarding concerns appropriately
  • Excellent organisational skills with the ability to manage competing priorities in a fast-paced, high-performance environment
  • Good IT skills and experience using housing management systems to maintain accurate records and manage workload effectively
  • Customer-focused with a passion for delivering high-quality, responsive and proactive services
  • Experience working collaboratively with internal teams, contractors and external stakeholders to improve neighbourhoods and support community regeneration
  • Resilient, proactive and positive with excellent problem-solving and decision-making skills
  • A full UK driving licence is highly desirable due to the nature of the role
THE CONTRACT
Working Hours: Full Time, Monday to Friday, 9:00am – 5:00pm (35 hours per week)
Contract: Temporary 4 Months
Working Pattern: Agile / Hybrid Working
Rate: The pay for the role is £28.86 per hour LTD company rate. The PAYE equivalent is £24.60 per hour, inclusive of holiday.
