A client within the Public Sector, based in Merseyside, is currently recruiting for a Project and Programme Manager to join their Schools Improvement / Capital Programme Team as soon as possible. The client is offering a full-time, temporary position on an ongoing basis, with the ideal candidate having experience of working within a local authority environment and education capital programmes.
The key purpose of the role is to lead the development of the 2026 Primary Schools Improvement Programme, ensuring schemes are prioritised and prepared for delivery in line with Council governance, education requirements, and available budgets.
The postholder will manage an annual capital programme of approximately 20 projects with a total value of circa £4m, covering refurbishment works, building services replacements, external repairs, and extensions.

Key responsibilities will include but not be limited to:
- Developing a prioritisation methodology for the 2026 programme using AMP data and building condition surveys
- Engaging with key stakeholders, senior officers, members, schools, and diocesan representatives
- Producing a Cabinet Report with recommendations for the 2026 programme within anticipated budgets (November 2025)
- Managing the term consultant to prepare design and tender packages
- Developing and coordinating the delivery programme for 2026
To be considered for this role you will require:
- A built environment qualification (e.g. Architect, Building Surveyor, Building Services Engineer, Technician)
- A construction-related Project Management qualification (e.g. RICS or equivalent)
- Proven experience delivering education capital projects within critical timescales
- Strong understanding of public sector processes, DfE funding, and Building Bulletins
- Excellent stakeholder management and communication skills
- A proven track record of successfully delivering complex capital programmes
