Rate: £300 per day PAYE / £386.64 per day Umbrella
Contract: Temporary
Hours: 37 hours per week

I am currently recruiting on behalf of a well-established Local Authority in East Anglia for an experienced Property Compliance Manager to lead the delivery of landlord compliance and building safety across a significant residential and commercial property portfolio.

This is a key leadership role responsible for ensuring the Council remains fully compliant with all statutory landlord and building safety obligations while driving continuous improvement across compliance services. The successful candidate will lead a team of 7 direct reports and oversee compliance programmes that directly impact resident safety and asset performance.

The purpose of this role is to ensure the statutory compliance and safety of the Council's property portfolio, aligning compliance strategies with wider business objectives and the Asset Management Strategy.

You will be responsible for implementing best practice in compliance and risk management, responding to legislative changes, and safeguarding the integrity and safety of housing stock and other Council-owned properties throughout Cambridge and surrounding areas.

Key Responsibilities
  • Develop and maintain landlord and building safety strategies, policies and procedures in line with current legislation and best practice.
  • Lead, manage and develop a team of seven compliance professionals, including performance management, training and mentoring.
  • Ensure compliance processes, procedures and policies are effective, legally compliant and deliver value for money.
  • Establish robust systems for monitoring compliance performance and reporting to senior stakeholders.
  • Oversee remedial action programmes, ensuring compliance issues are identified, recorded and resolved promptly.
  • Create and implement audit and assurance frameworks to drive continuous improvement.
  • Procure, manage and monitor contractors and consultants, ensuring contractual compliance and effective performance.
  • Provide specialist advice and guidance on asset compliance and building safety across the wider organisation.
  • Promote a strong culture of safety, compliance, equality, diversity and inclusion.
  • Participate in the out-of-hours emergency escalation rota.
  • Travel between council offices and operational sites as required.
Essential Experience
  • Minimum of 3 years' experience managing landlord health and safety and compliance within housing, local authority or similar environments.
  • Experience managing compliance programmes across multiple disciplines such as:
    • Fire Safety
    • Asbestos Management
    • Legionella Compliance
    • Building Safety
  • Strong leadership and people management experience.
  • Experience managing contractors and third-party suppliers.
  • Proven ability to develop and implement compliance strategies and policies.
  • Excellent analytical, problem-solving and decision-making skills.
  • Strong stakeholder engagement and communication skills.
Essential Qualifications
  • HNC or equivalent professional qualification in Building Surveying, together with relevant construction industry experience.
  • NEBOSH qualification or recognised landlord compliance qualification.
  • GCSE (or equivalent) English and Mathematics.
Desirable Qualifications
  • Degree qualification.
  • P405 Management of Asbestos in Buildings.
  • Level 4 Fire Safety qualification.
  • Level 4 VRQ Diploma in Asset and Building Management Compliance.
Essential Skills
  • Excellent influencing, negotiation and communication skills.
  • Strong organisational and analytical abilities.
  • Ability to work methodically with a keen eye for detail.
  • Ability to interpret compliance data and management information.
  • Strong ICT skills, including data analysis and reporting.
  • Ability to manage multiple priorities and conflicting deadlines.
  • Experience extracting key compliance information from contracts and legal documentation.
  • Knowledge of landlord compliance legislation and risk management.
  • Understanding of fire safety requirements, fire risk assessments and compliance works.
  • Knowledge of Construction Design and Management (CDM) Regulations.
  • Procurement and contract management experience.
Additional Requirements
  • Full UK Driving Licence.
  • Participation in the emergency call-out service as the on-call escalation manager on a rotational basis.
