Service Care Legal are recruiting on behalf of an Essex-based Local Authority is seeking an experienced Senior Lead – Democratic Services, Civic and Elections to lead the delivery of democratic governance, civic functions and statutory electoral services. Reporting to the Director of Law and Governance, the postholder will oversee the Democratic Services, Civic and Electoral Services teams, ensuring effective decision-making processes, governance compliance and professional support to elected Members and senior officers.

LOCATION: Essex (Hybrid – minimum two days in the office, evening meetings required)
SALARY: £68,702 – £71,395

Key Responsibilities
- Lead and manage the Democratic Services, Civic and Elections teams, including line management and service performance.
- Ensure the effective administration of Council, Cabinet and Committee meetings, supporting lawful and transparent decision-making.
- Oversee the delivery of electoral registration and elections, acting as Deputy Returning Officer when required.
- Provide governance advice to Members and senior officers and deputise for the Director of Law and Governance on governance matters where necessary.
Person Specification
- Previous management experience within Democratic Services in a local government setting.
- Strong knowledge of local government structures, governance frameworks and committee administration.
- Working knowledge of electoral law and electoral registration processes.
- Excellent leadership, communication and organisational skills, with the ability to work effectively in a political environment.
