Are you an experienced Service Charge Officer looking for your next opportunity with a respected Housing Association? We are recruiting for a permanent Service Charge Officer to join a growing organisation in Norfolk, playing a key role in delivering accurate, compliant and transparent service charge and rent services while providing an excellent customer experience. This role offers hybrid/ remote working with a 1 day expectation in office.
THE ROLE
As a Service Charge Officer, you will be responsible for managing service charges, rents and estate-based charges, ensuring compliance with current legislation while delivering accurate financial information and exceptional customer service to residents.
The successful candidate will have previous experience working within a Service Charge, Rent or Housing Finance role, ideally within a Housing Association, Local Authority or Property Management environment.
Working Hours: 37 Hours per week (Full Time)
Length of Contract: Permanent
Rate: £41,000.00 per annum, plus an excellent benefits package including hybrid working, private healthcare, Aviva workplace pension, 23 days annual leave increasing to 28 days with service, and ongoing professional development opportunities.

THE ROLE
As a Service Charge Officer, you will be responsible for managing service charges, rents and estate-based charges, ensuring compliance with current legislation while delivering accurate financial information and exceptional customer service to residents.
- Prepare and administer annual service charge, rent and estate charge calculations in line with legislation and best practice.
- Work closely with Housing, Asset Management and Finance teams to gather financial information and produce accurate service charge budgets.
- Ensure compliance with the Landlord and Tenant Act 1985, Leasehold Reform legislation, Housing Acts and all relevant statutory requirements.
- Produce annual service charge certificates, reconciliations and transparent cost breakdowns for residents.
- Respond to customer enquiries and complaints regarding service charges, rents and utility billing, explaining complex financial information in plain English.
- Support leasehold management, Section 20 consultation processes, sinking funds and third-party managing agent relationships.
- Review policies, procedures and systems, supporting continuous improvement, legislative compliance and service enhancements.
The successful candidate will have previous experience working within a Service Charge, Rent or Housing Finance role, ideally within a Housing Association, Local Authority or Property Management environment.
- Experience managing complex variable service charges, estate charges, sinking funds and multiple rent regimes.
- Good understanding of leasehold legislation, Section 20 consultation processes and housing legislation.
- Strong financial analysis, budgeting and forecasting skills with excellent attention to detail.
- Experience using housing management systems alongside advanced Microsoft Excel skills.
- Excellent communication and stakeholder management skills, with the ability to explain complex financial information clearly and deliver outstanding customer service.
