Role Purpose
Swindon Borough Council is seeking a hands-on Talent Attraction Specialist to deliver immediate impact across our recruitment and employer branding activity. This role will focus on driving direct sourcing, reducing agency dependency, and building strong candidate pipelines for hard-to-recruit roles — particularly within Children’s Services.
Acting as both a practitioner and strategic advisor, you’ll shape and test new attraction approaches that will inform the design of Swindon’s 2028 Talent Model, ensuring sustainable and inclusive recruitment for the future.

Acting as both a practitioner and strategic advisor, you’ll shape and test new attraction approaches that will inform the design of Swindon’s 2028 Talent Model, ensuring sustainable and inclusive recruitment for the future.
Key Responsibilities
- Lead proactive direct sourcing campaigns using LinkedIn Recruiter, job boards, and talent databases to attract Social Workers, Team Managers, and other specialist professionals.
- Design and deliver EVP-led attraction campaigns, co-creating authentic content with staff — including case studies, testimonials, and day-in-the-life features.
- Partner with Children’s Services leaders to implement fast-track recruitment campaigns, achieving application-to-offer timescales of 20 days or less.
- Audit and optimise the candidate journey, ensuring adverts, careers pages, and application processes are inclusive, mobile-friendly, and engaging.
- Provide actionable insights using recruitment data — analysing metrics such as click-through rates, drop-offs, time-to-hire, and candidate diversity.
- Act as a bridge between the interim and permanent Talent teams, piloting and refining attraction strategies for long-term implementation.
- Support HR leadership with expert advice on future resourcing structures, agency strategy, and workforce alignment.
- Proven track record in talent acquisition within local government, NHS, education, or wider public/voluntary sectors.
- Strong, hands-on experience with LinkedIn Recruiter, applicant tracking systems (ATS), and recruitment marketing tools.
- Demonstrable success designing and delivering Employer Value Proposition (EVP) or employer branding projects with measurable outcomes.
- Knowledge of hard-to-recruit professions, particularly within social care, legal, or specialist frontline roles.
- Confidence using data and analytics to inform recruitment strategy and continuous improvement.
- Excellent stakeholder management skills, with the ability to influence, coach, and partner effectively with senior managers.
