Workforce Planning & Implementation Officer

Location: Lancashire Constabulary HQ, Preston, PR4 5SB
Contract: 6 month contract with potential extension
Hours: 37 hours per week, Monday - Friday, 9am-5pm
Pay Rate: £16.22 PAYE per hour
Start Date: ASAP (Subject to police vetting)


About the Role:

We are looking for a proactive and confident Workforce Planning and Implementation Officer to join the HR team at Lancashire Constabulary. This is an exciting opportunity to play a key role in shaping the future workforce of Lancashire Constabulary. You will provide professional HR advice and support across the organisation, ensuring our redeployment, resourcing and organisational change processes are efficient, fair and effective.

Key Responsibilities:

  • Support the delivery of robust workforce planning aligned to the Chief Constable’s strategic objectives.

  • Manage and coordinate redeployment processes for police officers and staff affected by restructures, welfare, medical or adjusted duties.

  • Provide advice to managers on organisational change, resourcing, vacancy management and succession planning.

  • Interpret and apply employment legislation and case law to support decision-making.

  • Work collaboratively with Trade Unions, Federation and Staff Associations during vacancy clearance and resourcing discussions.

  • Produce management information, reports, briefing notes and workforce data to support strategic planning.

  • Maintain and update the organisational role profile library with HR Governance and Recruitment teams.

  • Support workforce modernisation programmes, including shift rota changes and organisational restructures.

  • Contribute to a culture of continuous improvement and service excellence within the HR function.


Essential skills and experience:

  • Level 5 CIPD qualification (or equivalent) OR willingness to achieve within 2 academic years.

  • Experience working in HR and applying policies and procedures.

  • Experience providing advice on recruitment, resourcing and organisational change.

  • Strong communication skills, both written and verbal.

  • Ability to work to tight deadlines in a busy environment.

  • Experience using HR/IT systems and Microsoft Office applications.

  • Strong attention to detail and the ability to analyse information logically and systematically.
