Interim Senior Construction Procurement Specialist

Rate: £650 per day (Umbrella)
Location: TVP HQ(N) – Force Control
Contract: Initial 6 months (likely extension)
Clearance: Must be eligible for relevant vetting

Are you an experienced procurement professional with deep expertise in public sector construction and a passion for driving value, sustainability, and collaboration? We’re looking for a Senior Construction Procurement Specialist to lead high-impact initiatives aligned with the UK Government’s Construction Playbook.

Key Responsibilities:
  • Develop and deliver procurement strategies that reflect Construction Playbook best practices, including whole-life value, early supplier involvement, and collaboration.

  • Lead pre-market engagement activities, ensuring transparency and supplier readiness.

  • Implement should-cost modelling, benchmarking, and standardised contracts to improve procurement consistency and efficiency.

  • Champion innovation through Modern Methods of Construction (MMC), digital tools, and sustainability frameworks aimed at net-zero carbon goals.

  • Ensure compliance with Public Contracts Regulations 2015, Procurement Act 2023, and other key legal frameworks.

  • Oversee the end-to-end procurement lifecycle – from strategy to tendering, award, and implementation.

  • Use extensive knowledge of NEC and JCT contracts to manage risk and facilitate effective project delivery.

  • Manage and influence complex stakeholder groups, ensuring alignment with Playbook priorities.

  • Upskill internal teams through training and mentoring to build long-term procurement capability.

  • Monitor and report on procurement performance against Playbook metrics, driving continuous improvement.

Essential Skills and Experience:
  • In-depth knowledge and successful application of the UK Government’s Construction Playbook.

  • Expertise in NEC and JCT contract terms with a strong grasp of risk allocation and collaboration.

  • Solid understanding of the RIBA Plan of Work.

  • Proven ability to lead compliant, high-value public sector procurement across all stages.

  • Strong stakeholder engagement and influencing skills.

  • Experience leading, training, and developing procurement teams.

  • Professional qualification such as CIPS (or equivalent).

Desirable:
  • Knowledge of Modern Methods of Construction (MMC) and their implementation.

  • Experience on major capital projects in the public sector.

  • Familiarity with sustainability and net-zero carbon integration into procurement.

  • Use of digital procurement platforms and E-procurement systems.

  • Understanding of whole-life cost principles.

  • Membership of RICS or similar body.

This is a pivotal role where your leadership and strategic insight will directly shape capital project delivery within a critical public sector environment.
