Rate: £650-750 per day umbrella

Job Description
Service Care Solutions are currently recruiting on behalf of a Local Authority in Bedfordshire for a Finance Manager (Capital & Treasury) on a temporary basis. The postholder will be responsible for the management and maintenance of the fixed asset register, management of the capital programme, reviewing business cases, technical accounting, responding to auditor queries. The role is also responsible for the management of three staff.

Key Responsibilities

  • To provide high quality financial management on closure of accounts, technical financial advice, capital accounting and financial control.
  • To prepare and present reports and financial information and direct support to Portfolio Holders, Directors, Assistant Chief Executives and Chief Officers to ensure there is effective financial control across the service.
  • To support budget preparation including the annual capital budget process and provide financial advice and guidance on financial developments.
  • To provide support and a robust challenge throughout the financial year in relation to Capital budget monitoring complying at all times with agreed timetables. Support Budget Managers through direct contact and responding to budget queries arising in a timely manner.
  • To support the closure of accounts, production of the Statement of Accounts, External Auditors and management of the fixed asset register complying with agreed timetables and ensuring at all times that working papers are of an appropriate standard as determined.

Candidate Criteria

  • CCAB/CIMA/CIPFA Qualified Accountant
  • Experience in a Local Government finance environment specifically with in a technical accountancy role
  • Experience of maintaining a fixed asset register, managing a capital programme and reviewing business cases
  • Experience of managing staff members in a financial environment
  • Great communication skills and ability to work professionally and adapt to any team fit.
