Job Title: Project Manager – Mechanical & Electrical (M&E)
Location: Hybrid – Central London (Regular Site Attendance Required)
Contract: Ongoing Temporary Contract
Pay Rate: Up to £450 per day Umbrella LTD (£327 PAYE) 
Start Date: ASAP

About the Role: We’re recruiting for an experienced M&E Project Manager to join a Council in London and lead on the delivery of complex mechanical and electrical capital projects. This hybrid role involves working both remotely and on-site, managing the full lifecycle of projects from planning through to handover.
You will act as the key link between internal teams, contractors, and stakeholders to ensure that each project is delivered on time, within budget, and in full compliance with technical and regulatory standards.

Key Responsibilities:
  • Lead delivery of capital projects with an M&E focus from conception to completion
  • Manage financial aspects of each project including budgeting, forecasting, and reporting
  • Supervise contractors, engineers, and on-site teams to ensure high-quality execution
  • Monitor and mitigate risks while keeping projects aligned to time and cost targets
  • Implement quality assurance protocols and regulatory compliance checks
  • Interpret technical drawings and specifications, resolving issues as they arise
  • Act as the principal liaison between Westminster City Council and all external/internal stakeholders
  • Maintain accurate project documentation and ensure best-practice project governance
Skills & Experience Required:
  • Proven background managing Mechanical & Electrical engineering projects
  • Exceptional knowledge of compliance, legislation, and quality control within construction
  • Experience managing multidisciplinary teams on complex capital delivery programmes
  • Confident in financial management, procurement, and project controls
  • Excellent communication and stakeholder engagement skills
  • Strong decision-making and problem-solving ability
  • Proficient in project management software tools and reporting systems
Qualifications & Professional Memberships:
  • Degree or HND in Mechanical & Electrical Engineering or related discipline
  • Membership of a relevant professional body (e.g. IMechE, CIOB, or similar)
  • Evidence of continuous professional development
  • Sound understanding of procurement, cost control, and construction legislation
