Talent & Recruitment Business Partner – Local Government (12-Month Contract)
Location: Civic Centre, Stoke
Hours: Mon–Fri, 9am–5pm (37 hrs/week)
Pay Rate: £18.26 per hour 
Contract: 12 months with strong potential to be extended 

Are you a recruitment professional with a passion for public sector staffing? We're looking for a Talent & Recruitment Business Partner to manage the full agency recruitment lifecycle within a local government setting. This is a fantastic opportunity to make a real impact on workforce stability and recruitment strategy within a public sector setting.

What You’ll Be Doing:
  • Managing end-to-end recruitment for temporary agency workers
  • Working closely with hiring managers, HR, procurement, and external MSPs
  • Driving cost-effective, compliant recruitment aligned to workforce planning
  • Advising on AWR, IR35, and agency worker compliance
  • Leading initiatives to convert temps into permanent employees
  • Reducing off-contract spend and monitoring recruitment performance data
  • Solving resource gaps and local skill shortages with proactive solutions
What We’re Looking For:
  • Strong knowledge of AWR, IR35, and agency worker legislation
  • Experience in local government/public sector recruitment
  • Skilled in managing vendors/MSPs and meeting SLA/KPI targets
  • Proven success in cost management and conversion strategies
  • Excellent stakeholder engagement and communication skills
  • Confident with recruitment metrics and market trend analysis
