Are you an experienced Building Surveyor looking for a short-term contract opportunity? We are seeking a dedicated Building Surveyor – Asset Appraisal to join a vibrant team within the London Borough of Harrow. About the Role: Building Surveyor – Asset Appraisal
As a Building Surveyor – Asset Appraisal, you will be pivotal in assessing and maintaining the borough’s housing assets. You will work closely with the Housing Investment Team to deliver surveys, compile condition reports, and support investment planning aligned with the Council’s Housing Ambition Plan. Your expertise will ensure our residential properties meet statutory standards, are energy-efficient, and are safe for residents.
Key Responsibilities of the Building Surveyor – Asset Appraisal:
- Conduct detailed stock condition inspections on dwellings, communal areas, garages, and other assets.
- Prepare and manage property surveys, including interior, exterior, lofts, and hard-to-access areas.
- Provide professional advice on building condition, defects, and future investment needs.
- Support the delivery of the Council’s Housing Investment Programme through technical input and asset management data.
- Coordinate survey teams and ensure data accuracy for asset management databases.
- Develop feasibility studies, cost estimates, and professional reports to inform capital programs.
- Ensure compliance with health and safety legislation, Building Control regulations, and Decent Homes Standards.
- Liaise with tenants, contractors, external agencies, and stakeholders to facilitate works and gather relevant data.
- Assist in strategic planning, ensuring projects align with sustainability and Green Agenda goals.
- Support and guide non-technical staff, promoting best practices and high standards.

Candidate Skills & Qualifications for Building Surveyor – Asset Appraisal:
- Proven experience in building inspection and asset surveys
- Knowledge of Building Control legislation, health & safety, and Decent Homes Standards
- Experience with asset management databases
- Degree or HND in Building Surveying or equivalent (evidence of CPD encouraged)
- Proficient in using handheld devices for surveys
- Ability to manage multiple projects and liaise with diverse stakeholders
- Full driving license and willingness to travel across the borough
- Willingness to work towards CIH qualification
