Service Care Solutions are currently recruiting on behalf of a Local Authority in the South West for an experienced Director of Housing Property & Investment to join the Council on an ongoing interim basis.
This is a senior leadership opportunity for an experienced housing professional to take strategic responsibility for the Council's housing property, asset management and investment functions. Reporting directly into the Executive Director, you will lead a number of Heads of Service and oversee repairs, maintenance, capital investment, building safety, compliance, asset management and housing delivery across the Council's housing portfolio.
This is a key appointment, requiring someone with extensive experience operating at Director level within a large local authority or housing organisation, with the ability to drive service improvement, ensure statutory compliance and deliver ambitious investment programmes.

Key Responsibilities
- Provide strategic leadership across Housing Property, Asset Management and Investment Services.
- Lead the delivery of the Housing Revenue Account (HRA) capital programme and long-term asset investment strategy.
- Oversee responsive repairs, planned maintenance, mechanical & electrical services, building safety and compliance functions.
- Ensure the Council meets all statutory landlord, building safety and regulatory obligations.
- Drive improvements in asset performance, stock condition intelligence and data-led investment planning.
- Lead major capital works and housing improvement programmes to improve the quality, safety and sustainability of the housing stock.
- Manage significant revenue and capital budgets, ensuring value for money and strong financial governance.
- Develop effective relationships with elected members, senior stakeholders, contractors, regulators and residents.
- Provide inspirational leadership to multidisciplinary teams, embedding a culture of high performance, continuous improvement and resident focus.
- Significant experience operating at Director or equivalent senior leadership level within Housing Property, Asset Management or Property Services.
- Extensive knowledge of housing legislation, building safety, landlord compliance and construction regulations.
- Proven track record of leading large-scale capital investment programmes and housing asset strategies.
- Strong understanding of HRA business planning, financial management and capital programme delivery.
- Experience leading repairs, maintenance, compliance and building safety services.
- Demonstrable experience delivering organisational change and service transformation.
- Strong leadership, communication and stakeholder management skills, with experience working alongside elected members and executive leadership teams.
- Degree qualified (or equivalent experience) with a relevant professional qualification desirable.
