We are currently working on behalf of a respected Local Authority in Hampshire to appoint an experienced Interim Head of Assets to lead the strategic and operational management of the Council’s Housing Revenue Account (HRA) and General Fund asset portfolio.
This is a high-profile leadership opportunity for an accomplished asset management professional with extensive experience across housing assets, property compliance, repairs and maintenance, and long-term investment planning within a local authority or regulated housing environment.
Reporting into the senior leadership team, the successful candidate will provide strategic oversight of the Council’s housing and corporate property assets, ensuring the portfolio is maintained, optimised, and fully compliant with all legislative and regulatory requirements, including the Social Housing (Regulation) Act 2023 and ROSH standards.
The role will lead the Property and Repairs Service, driving service improvement, asset performance, compliance, customer satisfaction, and long-term financial sustainability across both the HRA and General Fund portfolios.
This position will play a critical role in shaping future asset investment decisions, regeneration opportunities, capital programmes, and stock condition strategies to support the Council’s wider organisational objectives and 30-year HRA business plan.

Key Responsibilities:
- Provide strategic and operational leadership for the Property, Repairs, and Asset Management service.
- Lead the development and delivery of Asset Management Strategies, policies, and long-term investment plans for HRA housing stock and General Fund assets.
- Ensure compliance with all statutory and regulatory obligations, including building safety and social housing standards.
- Oversee responsive repairs, planned maintenance, voids management, and capital investment programmes.
- Analyse stock condition data, lifecycle costs, repair trends, and asset performance to inform strategic decision-making and budget planning.
- Lead on acquisitions, disposals, remodelling, regeneration opportunities, and changes of use to maximise asset value and reduce operational risk.
- Manage significant revenue and capital budgets, supporting long-term financial planning and investment strategies.
- Oversee the management and development of asset management systems and property databases, ensuring robust and accurate asset intelligence.
- Procure and manage service contracts and frameworks, ideally utilising NEC4 Term Service Contracts.
- Work collaboratively with senior stakeholders, elected members, contractors, consultants, and wider council services.
- Support the Council’s sustainability and energy efficiency objectives across its housing and property portfolio.
- Prepare and present reports, recommendations, and strategic papers to senior leadership, Boards, and Members.
- Lead and develop a high-performing, customer-focused team, embedding a culture of continuous improvement and accountability.
- Extensive senior-level experience within asset management, property services, housing, or estates management.
- Strong understanding of HRA asset management, compliance, repairs, maintenance, and capital investment planning.
- Detailed knowledge of relevant legislation and regulatory frameworks, including the Social Housing (Regulation) Act 2023.
- Experience developing and implementing Asset Management Strategies and long-term investment programmes.
- Strong commercial and financial management capability, including management of significant budgets.
- Experience using asset management systems, stock condition data, and performance analysis tools to support strategic decisions.
- Proven leadership experience managing multidisciplinary teams through change and service transformation.
- Excellent stakeholder engagement and communication skills, including experience presenting to senior leadership teams, Boards, or elected Members.
- Experience procuring and managing service contracts and external contractors.
- A relevant property-related degree and Chartered Membership of RICS or another relevant professional body is preferred, although substantial equivalent experience will also be considered.
