Independent Reviewing Officer (IRO) – Ca14 - 0387 Grade N

Wiltshire Council is currently seeking a highly qualified and motivated Independent Reviewing Officer (IRO) to join our Conference and Reviewing and Quality Outcomes for Families and Children Team on a short-term contract basis. This is an excellent opportunity for experienced social workers to make a meaningful difference in the lives of children in care while working within a well-respected authority committed to high standards of safeguarding and outcomes.

About the Role

The Independent Reviewing Officer (IRO) will be responsible for providing independent scrutiny of care plans and reviewing the progress of children in care. You will chair statutory reviews, challenge the views of practitioners and families when necessary, and promote the best interests and outcomes for children and young people across Wiltshire. This role ensures continuity of high-quality oversight during a transitional period, following the departure of two IROs.

Candidate Responsibilities

  • Chair statutory reviews to ensure children’s care plans are appropriate and effectively implemented
  • Challenge practice and escalate concerns to safeguard children
  • Maintain detailed, accurate, and timely records of reviews and actions taken
  • Collaborate with social workers, families, and partner agencies to promote positive outcomes
  • Provide expert advice on looked after children’s services and legislative requirements
  • Contribute to continuous service improvement and quality assurance initiatives

Candidate Skills and Experience

  • Qualified social worker (e.g., Degree in Social Work, HCPC registered)
  • Substantial post-qualification experience, especially within looked after children services
  • Strong knowledge of relevant legislation, statutory guidance, and safeguarding protocols
  • Proven ability to chair statutory reviews confidently and independently
  • Excellent communication, analytical, and organisational skills
  • Ability to work remotely and in office (50% admin time in the office, rest split between home visits and remote work)
