Job Title: Strategic Commissioner (Interim) – Adult Social Care – Slough Borough Council

Are you an experienced Strategic Commissioner looking for a challenging interim opportunity within Adult Social Care? We are actively seeking a Strategic Commissioner to join Slough Borough Council’s Strategic Commissioning team on a short-term contract. If you have a proven track record in commissioning, strong stakeholder engagement skills, and expertise in prevention and carers services, this could be the perfect role for you.

About the Role: Strategic Commissioner

As a Strategic Commissioner, you will take the lead in developing and delivering key strategies that promote early intervention, independence, and community support. You will be responsible for shaping the Prevention Strategy and creating an All-Age Carers Strategy to ensure unpaid carers are recognized, supported, and valued across Slough. Supported by line management responsibilities for two team members, your role is crucial in delivering on these two priority areas.

This is a hybrid role requiring 2 days on-site weekly, offering £500 per day (Umbrella), initially contracted for 2 weeks with potential extension. The full-time hours are 37 per week, with an immediate start available.

Candidate Responsibilities – Strategic Commissioner

  • Lead the development and implementation of the Prevention Strategy, collaborating across council departments, housing, public health, ICBs, and VCSE partners.
  • Promote a system-wide approach to prevention, focusing on reducing care needs and delaying escalation.
  • Drive partnership working with community and voluntary sector organisations.
  • Use data and insights to identify demand and allocate resources effectively.
  • Manage and oversee the budget streams such as BCF, Public Health, and DFGs.
  • Develop an All-Age Carers Strategy with key stakeholders, improving identification and support for unpaid carers.
  • Strengthen cross-sector collaboration to improve access and support for carers.
  • Provide leadership and line management to team members to ensure the successful delivery of strategies.

Candidate Requirements – Strategic Commissioner

  • Significant experience in Adult Social Care commissioning.
  • Deep understanding of prevention, early intervention, and carers services.
  • Proven ability to operate at a systems level and translate strategy into delivery.
  • Strong stakeholder engagement skills, including working with VCSE sectors.
  • Leadership and team management experience.
