A large Manchester-based housing association is recruiting for a Capital Programme Officer to manager capital planned works, ensure delivery of projects and monitor budgets and compliance within their Capital Programmes team.

The Role
The focus of this Capital Programme Officer role to plan, manage and deliver a varied programme of capital planned works; ensure delivery of capital investment projects which achieve high levels of customer satisfaction, are fully compliant, offer value for money and are delivered within budget and timetable and to plan and monitor budgets, spend, cash flow forecasts and contract compliance as necessary to meet financial regulations and delegated authorities and relevant policy and procedures
This will include the following tasks and responsibilities:

  • To ensure project feasibility and return on investment appraisal, health and safety planning and general risk appraisals are carried out in accordance with policy and procedure
  • To ensure internal capital expenditure planning and consent processes are timely, adhered to and that written and costed proposals, budgets and cash-flows receive consent in accordance with financial regulations, delegated authorities and policy and procedures.
  • To ensure where external project funding is utilised all funding conditions, documentation and records and consent requirements are identified in an orderly and accessible manner and are fully complied with.
  • To ensure that all projects undertaken are effectively led, planned, designed and delivered including ensuring;
  • Realistic end to end project timescale planning production of clear client requirements
  • Project compliance assurance including CDM, and assurance reporting and documentation provision to the Compliance team
  • Contract and contract group management including convening, administering and record keeping of project/works contract planning and progress meetings, site meetings and briefings etc.
  • Maintenance of timely and accurate project/works contract progress reports and financial cash flow monitoring, invoicing/valuations payments ensuring discharge of Group and contractors' contractual obligations.
  • Production of monthly and ad-hoc project financial and operational progress reports from planning stage to defects completion and including the production of qualitative, quantitative and narrative KPI and performance to target reports.
  • Liaison with customers, resident's groups, consultative groups and the public regarding any projects managed



The Candidate
To be considered for this Capital Programme Officer role you will require the following skills and experience:

  • Educated to degree or HNC levels in relevant building surveying or project management qualification or equivalent through experience
  • A full UK driving licence with personal vehicle available for work
  • NEBOSH Diploma or NVQ Level 3 in Occupational Health and Safety or equivalent desirable
  • Chartered Member of IOSH desirable
  • Experience of capital works project management and delivery in a social housing or similar building services environment
  • Experience of OJEU compliant procurement processes including tender design and specification, tender quality and price evaluation, contractor monitoring and management, problem solving and record keeping
  • Experienced in C.D.M. regulations and the preparation of plans and control documents.
  • Experience in a project officer role for capital programme delivery and/or asset management.
  • Experience in effective use and management of asset stock condition data information systems and process management and systems
  • Extensive experience of project management/service management of capital programme, day to day repairs, void repairs, planned cyclical and mechanical and engineering services.
  • Knowledge and experience of repair and maintenance performance management and reporting systems



The Package
This is a permanent, full time Capital Programme Officer role, working 37 hours per week, Monday to Friday and offering a salary of up to £36,676, car usage allowance of up to £1,239. The role is flexible working and home working kit is provided. 25 days annual leave, plus bank holidays and up to 10% matched pension, as well as a wealth of additional benefits.
