Role: Chief Internal Auditor.
Rate: £30.84 to £34.72 (PAYE exc.) / £35.10 to £39.62 (Umbrella/Ltd).
Location: Sefton, Liverpool.
Contract: 6 months on going.
Working: Hybrid, 22 hrs per week.
Key Responsibilities:
- Provide strategic leadership across Internal Audit, Risk, Health & Safety, Insurance, and Emergency Planning functions.
- Develop and implement robust strategies, policies, and frameworks that align with legislation and best practice.
- Maintain the Corporate Risk Register and assurance framework through the Corporate Risk Management Group.
- Deliver independent assurance on governance, risk, and internal control to senior management and elected members.
- Oversee the delivery of a risk-based Internal Audit Plan and Health & Safety Audit Plan.
- Lead on all anti-fraud initiatives, investigations, and statutory reporting.
- Support value-for-money reviews and advise on efficiency improvements across the Council.
- Ensure emergency response and business continuity plans meet Civil Contingencies Act requirements.
- Manage insurance provision and claims processes to safeguard Council assets and liabilities.
- Liaise with external auditors, regulators, and the Merseyside Resilience Forum.
- Produce the Annual Governance Statement and oversee audit of grant claims.
- Strong leadership in governance, audit, risk, or compliance functions within the public sector.
- In-depth knowledge of legislative and regulatory frameworks.
- Excellent communication, analytical, and strategic planning skills.
