Service Care, in partnership with Thames Valley Police, is currently recruiting for the position of Duty Planner. Thames Valley Police is a leading law enforcement agency dedicated to maintaining operational resilience and resource management in Reading. This is an exciting opportunity to play a vital role in ensuring efficient resource allocation and operational readiness within Thames Valley Police.

Location: Reading

Overall Purpose of the Role: The overall purpose of the Duty Planner role is to ensure operational resilience at both Force and Local Policing Area (LPA) levels through efficient planning and resource positioning in accordance with the Resource Management program. This role plays a crucial part in managing resources to meet operational needs, financial implications, and individual impact.

Key Accountability Areas: The role encompasses the following key accountability areas:

  1. Resource Planning: Plan, schedule, and deploy resources to meet operational needs for special operations, pre-planned events, and unforeseen circumstances. Ensure operational resilience, consider financial implications, and assess the impact of changes on individuals.

  2. Resilience Management: Record and manage long-term and short-notice abstractions to maintain resilience levels. Continually revise duties to meet demand while adhering to relevant policies and legislation.

  3. Shift Pattern Management: Implement amendments to shift patterns and provide officers with timely rosters and shift changes.

  4. Working Time Compliance: Monitor working hours of Police Officers and Police Staff to ensure adherence to Working Time Regulations and safeguard the health and safety of individuals.

  5. Data Management: Conduct regular audits to ensure accurate and up-to-date personal and professional information of employees stored in the DMS system. Report any areas of concern to the Resource Manager(s).

  6. Resource Information Analysis: Manage and provide advice on requests for resource management information to facilitate effective decision-making. Identify and investigate variances from schedules that negatively impact budget and performance, ensuring efficient use of resources.

  7. Overtime and Duty Management: Generate management information regarding duty changes, rest days, Time Off in Lieu (TOIL), and overtime. Assist the Resource Manager(s) in managing the devolved overtime budget efficiently and provide relevant information to the LPA commander.

  8. Backup Support: Represent the Resource Manager during any periods of absence, if required.

Dimensions: The Duty Planner role is responsible for the resource management unit overseeing over 4000 police officers and 2000 police staff within Thames Valley Police. The role operates in a multi-location, multi-skilled, demand-driven, and performance-focused environment. It requires managing a substantial number of customers and may involve making financial decisions or committing other resources.

Further Comments: The Resource Management unit plays a crucial role in maintaining operational effectiveness within Thames Valley Police. The unit operates in a dynamic environment with various OCUs/Departments that have force-wide responsibilities and require the support of skilled staff.
