HOUSING CAPITAL PROGRAMME CONTRACT MANAGER – SOUTH WEST | LOCAL AUTHORITY | INSIDE IR35
Location: South West
Start Date: ASAP
Contract: Full-time, Interim
Rate: £238.10 per day (PAYE) / £320 per day (Umbrella)
IR35 Status: Inside IR35

A local authority in the South West is seeking an experienced Housing Capital Programme Contract Manager to oversee the delivery of a diverse portfolio of capital works across its housing stock. This is a hands-on, strategic role ideal for someone with strong contract management credentials and a proven track record delivering housing projects within the public sector.

Key Responsibilities: Operational Delivery:
  • Lead on the delivery of capital investment programmes—Decent Homes, Net Zero initiatives, environmental upgrades—managing projects up to £3m annually.
  • Ensure delivery to time, cost, and quality standards while upholding health and safety and minimising disruption to residents.
  • Manage and monitor performance of external contractors, ensuring compliance and quality assurance.
  • Maintain comprehensive project records and champion robust contract management practices.
  • Take ownership of budgets ranging from £10k to £3m
  • Lead procurement processes in line with local authority procedures and corporate governance.

Candidate requirements:
  • Strong track record delivering housing capital programmes in a local authority or ALMO environment.
  • Excellent stakeholder and contractor management experience.
  • Competent in procurement, budgeting, and performance reporting.
  • Able to lead and manage high-risk, multi-million-pound programmes with minimal supervision.
