Contract: Temporary 
Salary: £320 PAYE / £450 Umbrella per day Inside IR35
Start Date: ASAP

About the Role: Our client in East London are seeking a skilled and motivated Project Manager to join the Housing Property Services team. This is a key delivery role within the council’s HRA Planned Works programme, focusing on a variety of schemes including refurbishment, reinvestment, and new build housing projects.

You’ll be responsible for managing individual projects from end to end—working with consultants, contractors, and internal teams to deliver high-quality, compliant housing solutions that put residents first.

Key Responsibilities:
  • Deliver refurbishment, reinvestment and new build projects across the council’s housing stock
  • Oversee contractor and consultant performance and ensure schemes are delivered to specification, on time and on budget
  • Prepare project and cost plans, contract documentation, and technical specifications
  • Ensure compliance with health and safety, housing legislation, and council policies
  • Lead or contribute to S20 consultations and resident engagement where required
  • Manage budgets and maintain accurate project records in line with council and industry standards
  • Liaise with internal departments (e.g. Planning, Legal, Social Care) and external partners
  • Resolve technical issues, support junior team members, and promote continuous service improvement
  • Maintain a strong focus on customer service, resident satisfaction, and quality delivery
What We’re Looking For:
  • Relevant qualification in Building, Housing, or a construction-related discipline (e.g. HND/NVQ Level 4 or CIOB)
  • Proven experience delivering housing development or refurbishment projects in a local authority, housing association, or public sector setting
  • Strong working knowledge of building and housing legislation, project management tools, and contract administration
  • Experience managing multi-disciplinary teams, budgets, and external consultants/contractors
  • Excellent stakeholder management, communication, and problem-solving skills
  • Ability to work flexibly, independently, and under pressure to meet deadlines
Desirable:
  • Membership with CIOB or RICS
  • Familiarity with Havering’s housing strategy or similar local authority policies
  • Experience using project management software and Microsoft Office packages
