About the Role: We are currently recruiting for a highly capable Property Development and Delivery Manager to lead and deliver key estate transformation projects for Northamptonshire Police. This senior-level position plays a pivotal role in shaping a modern, sustainable, and operationally efficient estate strategy that supports policing and fire services across the county.
This is a dynamic hybrid position based in Wellingborough, involving regular travel to sites across Northamptonshire.
Key Responsibilities:
  • Lead estate change initiatives including space planning, refurbishments, building disposals, and occupancy reviews
  • Manage corporate and strategic capital projects valued at Β£250k+, aligning with the Force’s Estates Strategy
  • Develop and maintain project documentation: business cases, project briefs, risk logs, benefits plans, and timelines
  • Oversee stakeholder engagement at a senior level, ensuring collaborative and transparent delivery
  • Report regularly on project milestones, risks, budgets, and performance to senior leadership
  • Commission and interpret research to support long-term infrastructure planning
  • Champion sustainability, energy efficiency, and renewable energy integration
  • Line manage and mentor project professionals within the estates team
Essential Criteria:
  • Educated to degree level or equivalent
  • Proven experience managing complex estate/property projects, including M&E and infrastructure delivery
  • Strong background in leading change and delivering outcomes within budget and time constraints
  • Experienced communicator with governance-level reporting and stakeholder engagement skills
  • Proficient in Microsoft Office and project management tools
  • Sound knowledge of RIBA Plan of Work stages and construction methodologies
Desirable Criteria:
  • Project management certification (e.g. PRINCE2, APM)
  • Experience within a police, fire, or wider public sector property environment
  • Active police vetting clearance (or willingness to undergo clearance)
