About the Role
Leeds City Council is seeking an experienced Registered Manager to lead its SkILs Reablement and Active Recovery Service — a key component of the Leeds health and care system. The service supports adults recovering from illness or hospitalisation to regain their independence and avoid the need for long-term care. You will oversee a team of Assistant Managers and Community Support Supervisors, driving high-quality care delivery in line with regulatory standards.
Key Responsibilities
Operational Leadership & Compliance
- Fulfil all duties required of a Registered Manager under the Health and Social Care Act 2008 and Health and Safety at Work Act 1974
- Manage day-to-day operations across residential, day, and community services
- Ensure compliance with CQC Essential Standards and maintain up-to-date policies, statements of purpose, and care documentation
- Manage complaints efficiently and ensure all customers’ rights are upheld
- Ensure all individuals receive needs-led assessments and personalised care plans
- Promote autonomy, dignity, cultural sensitivity, and inclusivity in all aspects of care
- Oversee safe medication management practices and adherence to safeguarding procedures
- Monitor and review care plans in collaboration with service users and carers
- Recruit and retain skilled staff in line with regulations
- Oversee staff rotas to ensure sufficient coverage, including on-call management support
- Deliver staff supervision, appraisals, and development in line with council policy
- Ensure the living environment meets health and safety and care quality standards
- Develop business operating plans in line with CQC and directorate strategies
- Work closely with commissioners and external partners to develop and respond to service needs
- Promote collaborative relationships with stakeholders across health and social care sectors
- Manage complex budgets, financial controls, and cost centres
- Maintain all records as per council policy and statutory requirements
- Participate in quality assurance programmes and continuous improvement initiatives
You are an empathetic and experienced leader with a deep understanding of older people’s residential care. You have a proven track record of managing services in complex and dynamic settings and are comfortable with regulatory compliance, staff development, and strategic planning.
You bring:
- Experience in intermediate care environments where decision-making and adaptability are crucial
- Knowledge of the Health and Social Care Act 2008 (Regulated Activities) and other statutory frameworks
- Confidence in preparing and presenting management reports to a range of stakeholders
- Commitment to workforce development and community partnership working
- NVQ Level 4 in Health & Social Care or First Level Nursing qualification
AND - Management qualification at NVQ Level 4 or higher
- Eligibility to register with the Care Quality Commission (CQC) as a Registered Manager
- NVQ Level 5 in Management (or willingness to work toward it)
- Specialised qualification in older people’s mental health
- Education to degree level
- Previous CQC Registered Manager experience
- This role is subject to an enhanced DBS check
