Job Title: Technical Specification Manager

Contract: Ongoing Temporary Contract
Pay Rate: £400 per day Umbrella LTD / £291 per day PAYE (Fixed rate – please do not submit candidates above this threshold)

About the Role: Our Council Client in London are looking to appoint an experienced Technical Specification Manager to lead the development and redrafting of specifications, commercial models, and employer’s requirements across a wide range of housing-related Term Partnering Contracts.
This is a key interim role helping to shape future housing services and contract delivery across core service areas, including repairs, voids, M&E, lifts, domestic heating, major works, and aids & adaptations.
Key Responsibilities:
- Review, update, and rewrite technical specifications and employer’s requirements
- Translate operational needs into clear, performance-based contract documentation
- Develop aligned commercial models, cost schedules, and SoRs
- Ensure compliance with relevant regulations, legislation, and industry standards
- Collaborate closely with operational managers, procurement, and the Housing programme team
- Support procurement processes, including clarification responses and tender evaluations
- Lead knowledge transfer by training staff on new contract documentation and requirements
- Strong background working with TAC-1, FAC-1, JCT, and NEC contracts
- Detailed understanding of the National Housing Federation Schedule of Rates
- Demonstrated experience creating complex specifications for housing contracts
- Excellent attention to detail, document consistency, and clarity
- Strong stakeholder engagement and cross-departmental collaboration skills
- Familiarity with procurement best practices and post-award implementation
- Professional memberships such as RICS, MCIOB, or equivalent (preferred but not essential)
